New OONI pages: Citations & Community Resources
by Maria Xynou 10 Jul '26

10 Jul '26

Hello friends, We're excited to share that we have published 3 new pages on the OONI website: 1) *Get Involved*: https://ooni.org/get-involved/ 2) *OONI Resources*: https://ooni.org/support/resources/ 3) *OONI Citations & Press*: https://ooni.org/about/citations/ We revamped our "Get Involved" page to improve the discoverability of OONI community resources and information (addressing community feedback that it was previously hard to discover them). The "Get involved" page features OONI training materials, resources for outreach, documentation for using OONI data as part of research, information on how to join the localization community, and more! To enable you to find quick links with OONI information, we published a new "OONI Resources" page which not only provides links to all the OONI information you may need, but which also includes other resources at the end of the page which you may find useful! Wondering how researchers, journalists, and human rights advocates use OONI data? Our new “Citations & Press” page highlights OONI’s coverage in the press, as well as OONI citations in research and advocacy publications since 2012 (at least the ones we were able to track). We hope this helps inspire more efforts that make use of OONI data! Thank you for using OONI data and for being involved in the community. We couldn't do this work without you! Warmly, Maria.

New OONI Report: LALIGA IP Blocks Cause Widespread Collateral Damage in Spain
by Maria Xynou 30 Jun '26

30 Jun '26

Hello, Today, OONI published a *new research report* documenting *widespread collateral damage caused by IP blocking in Spain during LALIGA football broadcasts* over the past 6 months. Read our report here: https://ooni.org/post/2026-laliga-collateral/ Key findings include: * *At least 5.8% of the internet’s most popular domains were found to be blocked in Spain. *Out of 9.2 million domains tested, we found at least 554,510 domains blocked at some point in time in Spain during the LALIGA football match broadcasts. * *Affected domains include benign and important websites*, such as those of Amnesty International and Greenpeace. * During most LALIGA broadcasts on multiple networks in Spain, *blocking just 4–20 IP addresses in a 1-hour window led to significant collateral damage*, affecting over 400,000 unique domains. * During LALIGA match broadcasts in Spain, *IP-level blocking affected at least 36 infrastructure and hosting providers*, with OONI data identifying 7,441 unique blocked IP addresses associated with major providers including Amazon, Cloudflare, Alibaba Cloud, Akamai, Meta, and Microsoft. * *We detected TLS Man-in-the-Middle (MitM) attacks on Digi Mobil (AS57269), raising privacy and security concerns. *OONI data reveals that a total of 7,334 unique IPs in 14 ASNs, hosting a total of 10,759 domain names, were affected by TLS MitM attacks during the LALIGA broadcasts. * *Blocking implementation varied across ISPs*, with Telefonica among the most consistently observed operators applying the blocking. * *Blocking by most ISPs was largely confined to LALIGA match time windows*, with minimal evidence of spillover outside broadcast periods. Although the impact estimated in our study is already substantial, our methodology is a lower bound, meaning that the *true extent of the impact is likely higher* than our reported figures. We believe this *raises questions about the necessity and proportionality of blocking such a large portion of the web in the context of copyright enforcement against unauthorized football streams*. Learn more through Bloomberg's coverage of our report: https://www.bloomberg.com/news/features/2026-06-30/laliga-s-football-piracy… We thank OONI Probe users in Spain for contributing measurements. ~ OONI team.

India blocked Telegram during exams
by Maria Xynou 18 Jun '26

18 Jun '26

Hello, Two days ago, India began blocking access to Telegram across multiple networks amid concerns over exam fraud. OONI data shows that ISPs in India are implementing the block through DNS tampering, as well as TLS and IP-level interference. The block remains ongoing, and it's expected to remain in place until June 22nd. Learn more in our latest report: https://explorer.ooni.org/findings/321816829100 We thank OONI Probe users in India for contributing measurements. ~ OONI team.

New Report Documents Global Censorship of Women on Web
by Maria Xynou 11 Jun '26

11 Jun '26

Hello, Today OONI and Women on Web (leading reproductive rights organization) co-published a *new research report* titled: "*Abortion Access Denied: Investigating the Global Censorship of Women on Web*". Read our report here: https://ooni.org/post/2026-women-on-web-blocked/ Women on Web have published about the report here: https://www.womenonweb.org/en/news/new-ooni-report-documents-global-censors… Founded in 2005, Women on Web is a nonprofit organization that was the first ever online international abortion care provider. Today, Women on Web facilitates online access to abortion pills, and carries out research and global advocacy to demedicalize, destigmatize and decriminalize abortion. But they're increasingly getting censored around the world. In 2019, we collaborated with Women on Web on a joint research report ( https://ooni.org/post/2019-blocking-abortion-rights-websites-women-on-waves…) documenting where in the world access to their websites was being blocked (based on OONI data). This was the first study of its kind. We joined forces with Women on Web again, and our latest report documents the blocking of Women on Web domains around the world based on recent OONI data. *# Key Findings* Our analysis of OONI data collected globally from 1st November 2025 to 1st April 2026 reveals the *blocking of Women on Web domains in 7 countries*: Iran, Türkiye, the Philippines, South Korea, Spain, Kuwait, and Argentina. Some highlights: * *Iran.* Out of the 7 countries which present signs of Women on Web blocking,* Iran presented the strongest signal because the block is both automatically confirmed and visible on most tested networks*. In most OONI measurements, the blocking of Women on Web is automatically confirmed in Iran because private IP addresses (10.10.34.35 and 10.10.34.36), hosting the governmental block page, are returned as part of DNS resolution. * *Türkiye.* Access to Women on Web has been blocked in Türkiye since 2019. On most networks in Türkiye, OONI data shows that the connection was reset or timed out after the ClientHello message during the TLS handshake. OONI data also shows IP addresses (195.175.254.2 and 213.14.227.50) that are operated by Turk Telekomunikasyon, and known to be associated with government mandated restrictions, returned as part of DNS resolution on TurkNet (AS12735), Turk Telekom (AS9121) and TTNET (AS47331). * *Philippines.* OONI data suggests that access to Women on Web may have been blocked in the Philippines as early as January 2025 on some networks. The block is primarily implemented at the DNS level. OONI data shows DNS injection redirecting to a PAGCOR block page, as well as NXDOMAIN errors falsely indicating that the Women on Web domain does not exist (a common way of implementing censorship globally). * *South Korea.* OONI data shows that access to Women on Web has been blocked in South Korea since January 2019, with the block remaining in place more than 7 years later. Unlike in other countries, where blocking is limited to Women on Web's main website, South Korea also blocks additional Women on Web domains created to circumvent censorship. This points to a *more active effort by ISPs to enforce restrictions on Women on Web content*. * *Spain.* Since February 2020, access to Women on Web has been blocked on multiple networks in Spain. Although the *Spanish Supreme Court ordered the partial unblocking* of Women on Web's website in October 2022, OONI data indicates that blocking remains in place on several networks. On two Vodafone networks (AS6739 and AS12430), OONI measurements recorded recurring *bad TLS certificate anomalies involving certificates issued by Allot.* These findings are consistent with the use of network filtering infrastructure capable of intercepting or inspecting HTTPS traffic. Learn more in our report: https://ooni.org/post/2026-women-on-web-blocked/ We have also shared key findings on our social media channels: https://x.com/OpenObservatory/status/2065084991243968852 https://mastodon.social/@ooni/116732090391535591 https://bsky.app/profile/ooni.org/post/3mnzk3em4222i We thank OONI Probe users globally for contributing measurements. Thanks for reading and helping to spread awareness about the censorship of reproductive rights information. ~ OONI team.
