New Report Documents Global Censorship of Women on Web
Hello, Today OONI and Women on Web (leading reproductive rights organization) co-published a *new research report* titled: "*Abortion Access Denied: Investigating the Global Censorship of Women on Web*". Founded in 2005, Women on Web is a nonprofit organization that was the first ever online international abortion care provider. Today, Women on Web facilitates online access to abortion pills, and carries out research and global advocacy to demedicalize, destigmatize and decriminalize abortion. But they're increasingly getting censored around the world. In 2019, we collaborated with Women on Web on a joint research report ( https://ooni.org/post/2019-blocking-abortion-rights-websites-women-on-waves-...) documenting where in the world access to their websites was being blocked (based on OONI data). This was the first study of its kind. We joined forces with Women on Web again, and our latest report documents the blocking of Women on Web domains around the world based on recent OONI data. *# Key Findings* Our analysis of OONI data collected globally from 1st November 2025 to 1st April 2026 reveals the *blocking of Women on Web domains in 7 countries*: Iran, Türkiye, the Philippines, South Korea, Spain, Kuwait, and Argentina. Some highlights: * *Iran.* Out of the 7 countries which present signs of Women on Web blocking,* Iran presented the strongest signal because the block is both automatically confirmed and visible on most tested networks*. In most OONI measurements, the blocking of Women on Web is automatically confirmed in Iran because private IP addresses (10.10.34.35 and 10.10.34.36), hosting the governmental block page, are returned as part of DNS resolution. * *Türkiye.* Access to Women on Web has been blocked in Türkiye since 2019. On most networks in Türkiye, OONI data shows that the connection was reset or timed out after the ClientHello message during the TLS handshake. OONI data also shows IP addresses (195.175.254.2 and 213.14.227.50) that are operated by Turk Telekomunikasyon, and known to be associated with government mandated restrictions, returned as part of DNS resolution on TurkNet (AS12735), Turk Telekom (AS9121) and TTNET (AS47331). * *Philippines.* OONI data suggests that access to Women on Web may have been blocked in the Philippines as early as January 2025 on some networks. The block is primarily implemented at the DNS level. OONI data shows DNS injection redirecting to a PAGCOR block page, as well as NXDOMAIN errors falsely indicating that the Women on Web domain does not exist (a common way of implementing censorship globally). * *South Korea.* OONI data shows that access to Women on Web has been blocked in South Korea since January 2019, with the block remaining in place more than 7 years later. Unlike in other countries, where blocking is limited to Women on Web's main website, South Korea also blocks additional Women on Web domains created to circumvent censorship. This points to a *more active effort by ISPs to enforce restrictions on Women on Web content*. * *Spain.* Since February 2020, access to Women on Web has been blocked on multiple networks in Spain. Although the *Spanish Supreme Court ordered the partial unblocking* of Women on Web's website in October 2022, OONI data indicates that blocking remains in place on several networks. On two Vodafone networks (AS6739 and AS12430), OONI measurements recorded recurring *bad TLS certificate anomalies involving certificates issued by Allot.* These findings are consistent with the use of network filtering infrastructure capable of intercepting or inspecting HTTPS traffic.
