* Tor Messenger

Started work on the secure updater for Tor Messenger in mid-June.  Most of the
time was spent identifying what needs to be done, modifying our build scripts,
and unifying components of Tor Messenger to make updates easier (like
directory structures.) Tickets related to Tor Launcher are #19432, #19568.
