[tor-relays] Relay operator section in our forum

Following Discourse recommendation, we're starting with a few
categories and subcategories. Adding too many categories before using
would look like a complex maze and making hard to people ask a simple
question.

This week we're soft releasing the forum[1] and adjusting some settings. 
We're officially announcing the Tor Forum next week on our Blog.

If people here enjoy the Tor Forum, we can add a new entire 'Relay
Community' category and more subcategories (Good/Bad ISPs, Bridges[2],
Exits, meetups...). Discourse is very flexible and we can move old topics to new
categories and so on.
