 qbi's done for the evening, but I can answer this.  Yes, the bridges in
 question were previously using obfsproxy and are being transitioned to
 obfs4proxy.  If delete and restart fixes it, then this can be closed as
 not a bug, or refiled as a tor issue (in that this situation should be
 caught and dealt with on the tor side).  Need to wait to find out though.
