With proxies, perhaps you need to set up a bridge. When you start TBB, select "my ISP is refusing connections to Tor" (or something similar), and then it will guide you through the process.

But I think that I know the answer. The DisableNetwork option in Tor can get wedged on (value 1) if connections to directory servers are failing. So first I'd try deleting Tor browser folder and starting fresh. If that doesn't work, try using bridges.
