That sounds odd. If you use the Ubuntu repo, a keyring from Ubuntu already exists. If you use the TOR repo, you need to import a keyring, so apt trusts the repo. Maybe it is not needed ? For me it worked to not install the package deb.torproject.org-keyring for resolute [1] (But I'm a n00b related to apt and have that specific ansible task only for completeness here).
