Why?
If you hover over Advertised Bandwidth, you'll find a tooltip that reads:
The volume of traffic, both incoming and outgoing, that this bridge is willing to sustain, as configured by the operator and **claimed to be observed from recent data transfers.**
So your bridge hasn't seen more than about 56 KiB/s recently. Side note: I doubt you'll ever see your RelayBandwidthRate hit. 64 MBps is 512 Mbps and only the absolute fastest relays get anywhere near that[0].
