The advertised bandwidth is not 0 because this is an unmeasured relay, most unmeasured relays have a non-zerro adv. bw. example: https://atlas.torproject.org/#details/773E813FDDBFC985B3D436CF669B572601C00F...
Only the consensus_weight is capped at 20 for unmeasured relays.
