Tor cannot know what the "correct" resolver configuration is, because this depends on requirements/limitations of local infrastructure. Using public resolvers like 8.8.8.8 might be plain laziness, or because that's the only resolver a firewall will allow connections to.
That's just one of the reasons DNS resolving is delegated to a dedicated service in the first place.
