[tor-relays] Re: confirming onionoo/CollecTor issues vs. Happy Family relay misconfiguration

Thanks for digging into family_ids. 

I confirm all active relays are listed correctly. The two relays
Ichotolot60/61 are shut down since April 4th and before that day never
received the Family-ID line. Maybe they bounce in some history stage in
the consensus.
