[tor-relays] for tiny tor instances: 3 Tor config values worth to try out

      Based on advises here and there I configured my tiny Tor relays (1 vCPU, 
1 GiB RAM) with these values:

       - name: DosCircuitCreationBurst
         value: 20
       - name: MaxOnionQueueDelay
         value: 1000
       - name: MaxMemInQueues
         value: 320 MB

and it seems to help (beside the iptables solution ofc).
