[tor-relays] Tor exit notice

The Tor exit notice at https://gitweb.torproject.org/tor.git/blob_plain/HEAD:/contrib/tor-exit-noti... contains the word "server" exactly once. It should probably be changed to "router" to match the rest of the document and avoid the common assumption that servers host data. -Pascal
