Sooo, did you actually check you can resolve DNS on the host after that?
Even a trivial "ping google.com", or more proper "nslookup torproject.org".
conf-file=usr/share/dnsmasq-base/trust-anchors.conf
This appears like it might need a leading "/" before "usr".
