Lacking a Linux secret jargon decoder I don't know what to say. I've followed the steps a number of times and sometimes they don't work. Of course the people reselling VPS fragments may not know what they are doing. Perhaps that is the reason Tor is refused so much.

Forced upgrades bring apt pinning to mind and a value over 1001. But why is apt refusing to upgrade through its normal procedure? Is the package being held on dependency issues?
