"NOTICE: The following directory authorities are not reporting bandwidth scanner results: gabelmoo" https://lists.torproject.org/pipermail/tor-consensus-health/2018-February/00... You're right that it doesn't tell you the number of authorities that vote. If you'd care to add that to the message then feel free.

"one" missing bw auth will not result in "<3 bw auth votes available". 2018-02-27 16:00 UTC was the first consensus on 2018-02-27 with "<3 bwauth votes". Hi nusenu, I'm not annoyed in the least - sorry if I gave that impression! My read is that you asked for a notification when bandwidth authorities are missing, which we already have. It's a simple messaging change to say "we have X of Y" and if you'd care to send that patch I'd be happy to merge it. Cheers! -Damian
