I built it because I have plans to use it in another project. In general it does what Stem does. I did incorporate V3 onion service generation in there and am happy to say it publishes much faster. Also, I have the option to statically compile Tor using the fairly new embedding API (i.e. tor_api.h). I've only tested it on Windows (see https://github.com/cretz/tor-static) but I figure that's the hardest of them to get working anyways. Thoughts/questions welcome.
