Hi nusenu, the notice pretty clearly says that one isn't present... "NOTICE: The following directory authorities are not reporting bandwidth scanner results: gabelmoo" https://lists.torproject.org/pipermail/tor-consensus-health/2018-February/00... You're right that it doesn't tell you the number of authorities that vote. If you'd care to add that to the message then feel free.
