fix: fallback config descriptions not installed

The fallback descriptions for Tor's configuration options (which are used when the man page is unavailable) weren't being copied when arm's installed. This resulted in an error message and no config descriptions if the man page was unavailable. Caught by ioerror --- setup.py | 2 +- 1 files changed, 1 insertions(+), 1 deletions(-)
