Make MAX_DIR_PERIOD independent of MIN_ONION_KEY_LIFETIME.
As part of the work for proposal #274 we are going to remove the need for MIN_ONION_KEY_LIFETIME and turn it into a dynamic value defined by a consensus parameter.
