[stem/master] Enum docs for stem.control.State

commit 119579bd8c53c15e949e9a77a0c30e12be07d1cd Author: Damian Johnson <atagar@torproject.org> Date: Sun Nov 11 12:28:51 2012 -0800 Enum docs for stem.control.State While documenting enums I must have messed up by search term for stem.control since, rather than adding enum documentation, I concluded that there weren't any enums and removed the import statement.
