[stem/master] Skipping auth message check when cookie missing

commit 896bb442fe9cc3039a98188fd68ddfcba4f0c1e5 Author: Damian Johnson <atagar@torproject.org> Date: Sun Mar 25 12:39:35 2012 -0700 Skipping auth message check when cookie missing When we first run our tests we don't have an authentication cookie unless we've run with the RUN_COOKIE target.
