Chaning this for a few reasons... 1. We did it to reduce load, but Stem has caching so this isn't as much of a concern any longer. 2. Only listing to NEWDESC events meant that we showed the wrong values if the user did a SETCONF for their rate. 3. This was the only stat to listen to NEWDESC events.
