Looking at the schedule at https://trac.torproject.org/projects/tor/wiki/org/teams/NetworkTeam/MeetingSchedule , it does not appear that there is a time when Mike (the proposal author) could make it. I'll check my email in the morning, but it's possible we'll have to discuss prop#265 on another day.
