Comment:

 I can't tell if this issue happened due to a broken build environment, or
 a genuine tor bug building on MinGW.

 And since we're late in the alpha series, and no-one else has reported the
 same issue in either 0.2.8 or 0.2.9, it really does belong in 0.3.0.
