 I would take everything up to and including 0ee9049 in 0.2.9, and cherry-
 pick the doc change in f702253.

 The directory creation reordering in 2579d1d, refactoring and updated unit
 tests can go in 0.3.0. There's no need to have them in 0.2.9, and we
 should probably allow people some time to get used to stricter checks on
 their hidden services anyway.
