 needs to start doing this.

 On Twitter, various CAs have volunteered to donate a certificate and
 SmartCard so Tor can start signing properly.

 Signing with Authenticode will also ensure that new builds of TBB stop
 getting blocked entirely by Windows SmartScreen (Win8+) and IE (v9+) as
 unknown/unsafe software; see
