 Diagnosis: If Tor patched by [https://gitweb.torproject.org/builders/tor-
 browser-bundle.git/blob/HEAD:/gitian/patches/bug11200.patch
 bug11200.patch] starts with DisableNetwork option then
 router_have_minimum_dir_info() return 0, it's ok but function caches
 reported value till some directory info changed. If Tor not scheduled to
 update consensus then nothing to download and no call of
 router_dir_info_changed() and need_to_update_have_min_dir_info == 0, so no
 circuits building as router_have_minimum_dir_info() reports incomplete
 directory information.
