 When we plan new projects, sometimes we have jobs which need doing, money
 to pay for them, and nobody lined up to do them. This mailing list is so
 that we can announce those jobs and contract work, and invite folks to
 apply for the doing of them.

 It's an announcement list. Only a few people should be able to post, but
 lots and lots of people should be able to subscribe. The archives should
 be public.

 I don't know who the permanent owner should be. I want to say “Phobos!”
 because Phobos should be responsible for all the things, right? I'm happy
 to be list-owner until we find someone better.
