 I am still playing around with this, but I wanted to quickly note that I
 have made a demo package that at least uses the correct AppData/Local.
 Currently it doesn't want to install to Program Files (x86), but I'm
 looking into that more. In any case, it's pretty close!

 (And Nick, it is worth noting that within this potentially correctly-
 working package there is a 64-bit, hardened, deterministically built
 0.2.5.1-alpha tor with those OpenSSL NIST curves enabled.)
