 We shouldn't rely upon nor advertise 3rd party services for any code
 running on torproject infrastructure. globe.torproject.org advertises
 github. We need our own local repo of globe accessible via
 gitweb.torproject.org.

 globe.torproject.org codebase should be updated to link to gitweb repo
 when it exists, not github.
