New description:

 Most of https://www.torproject.org/docs/faq.html#TBBSocksPort talks about
 the SocksPort and then tells users to unconfigure the ControlPort to unset
 automatic socksport. I propose the option should be to separate
 controlport and socksport configuration. If the user wants an automatic
 controlport but not automatic socksport, they have to dive into the torrc.

 It's not logical to 'uncheck controlport' to configure a socksport, and
 then user is left without a form for entering the socksport address and
 port number.
