 Most of https://www.torproject.org/docs/faq.html#TBBSocksPort talks about
 the SocksPort and then tells users to unconfigure the ControlPort to unset
 automatic socksport. I propose the option should be to separate
 controlport and socksport configuration. If the user wants an automatic
 controlport but not automatic socksport, they have to dive into the torrc.
