 I splitted this ticket into two tickets -- #5601 and #5602.

 I also prepared a small tor.git branch which promotes the ''Managed proxy
 stream closed. ...'' log message to warn severity. This log message
 happens in `configure_proxy()` (that is, when the managed proxy protocol
 takes place), so a user should be interested in it.'

 BTW, the false ''Failed to terminate process with PID '13672' '' messages
 are probably because of #4952.
