I just rebooted my relay after reducing the RelayBandwidthRate and RelayBandwidthBurst parameters.
Upon checking the log-file, I see the following messages:
Aug 25 13:40:00.000 [notice] Bootstrapped 90%: Establishing a Tor circuit. Aug 25 13:40:05.000 [warn] Problem bootstrapping. Stuck at 90%: Establishing a Tor circuit. (Connection refused; CONNECTREFUSED; count 10; recommendation warn) Aug 25 13:40:05.000 [warn] 9 connections have failed: Aug 25 13:40:05.000 [warn] 9 connections died in state connect()ing with SSL state (No SSL object) Aug 25 13:40:05.000 [notice] Tor has successfully opened a circuit. Looks like client functionality is working.
That's a new message to me, is there any reason to be concerned? It obviously eventually managed to establish a circuit, but it still has me slightly concerned.

As it's been 4 days without a single response from anyone, I'm going to assume that the warning I received isn't a sign of anything malicious.

This looks like https://trac.torproject.org/projects/tor/ticket/1314 If it is the same issue and keeps happening, you can help fix it by adding your notes to the bug. Make sure to describe your operating system and Tor version and routing context.
