I am running the latest version on Tor 8.0.3 on my Windows desktop. I would like to run a non-exit relay 24/7 and I'm having trouble finding the step-by-step process to do so. Before I could just copy amd paste the torrc configuration text in the torrc file. It seems that has changed because now Tor won't run properly when I change the torrc file.

Please send us Tor's log output.
You will probably need to send Tor's log output to a file, then paste that file to a pastebin service like https://paste.debian.net
If you try to see tor's logs in a command shell, you get a blank line, because of this bug: https://trac.torproject.org/projects/tor/ticket/28344
