Install sudo.
You're already root, you don't need the "sudo" part.

It looks like VPS/Debian says differently.
It was solved by installing sudo which I would not have guessed was the problem.
One thing which is curious and a problem for Linux ab initios is the VPS operating system installations can be irregular and may not have all the bits even on several otherwise identical VPSs.
