Does your browser or your web server "support GRE tunneling"? If you set up a tunnel in your OS, then naturally you can send/receive IP protocol packets over it, and run any IP-using software, including Tor. But expecting tunnel support in Tor itself would be just as awkward as the first two examples. And it works as is, currently I do run Tor on a few nodes using IPs coming in via GRE tunnels with no issues whatsoever.
