What actually controls the tor relay? TORRC or nyx?
I realize NYX is a 'monitor'. However nyx allows for command line changes; i.e bandwidth/ports etc.
thanks

The torrc.
Then if you connect to the relay's ControlPort/ControlSocket, you can change most options even while the relay is running. These changes are NOT SAVED to the torrc.
That's what nyx does.
