Do they provide unmetered bandwidth to you for 8.3 EUR/mo, while reselling Hetzner? Hetzner does not have any unmetered bandwidth servers themselves: http://wiki.hetzner.de/index.php/Traffic/en and those 10-20-30-50TB numbers are nothing you can't reach running a fast Tor relay.
