laut Deutschem Recht sind Tor Server im Moment nicht verboten. Aus diesem Grund sind Tor Server bei uns auch nicht verboten. Aus Erfahrung raten wir jedoch vom Betrieb eines Tor Exit Node ab. Leider wird oft ueber Tor Server Content verbreitet welcher laut >Deutschem Recht nicht erlaubt ist. Dies kann Ermittlungen von Behoerden nach sich >ziehen.
Maybe worth to update https://trac.torproject.org/projects/tor/wiki/doc/GoodBadISPs ?
2. ========= I'm planning to setup there a dedicated server now soon (with Gentoo Linux if possible) within next days - or are there too much servers already at the ISP Hetzner ?

"ExitPolicy reject *:*" before all subsequent liens like "ExitPolicy accept *:20-23 # FTP, SSH, telnet"
of the reduced exit policy to just look how the system behaves as a simply relay. Worth or superflous ?
Am I right, that later just commenting out that reject line enhance the Tor server from relay to "relay + exit node" ? Or does this mean that

Hetzner is already listed as both good and bad. You're invited to add your statement (it's a wiki!), but it is nearly a dupe of what is already quoted there.

https://compass.torproject.org/ , enter AS24940, and select "group by AS": 6.5% advertised bandwidth, 8.5% Guard probability, 10.5% Middle probability, 2.0485% Exit probability.
When you just group by AS, Hetzner is third in bandwidth and 13th in exit probability.
Overall, I would strongly suggest a different provider, but there is no groud truth on how much bandwidth any ISP (or country) should see.

It takes quite long for a relay to reach a stable state, as it will take time to be picked as Guard by enough clients. See https://blog.torproject.org/blog/lifecycle-of-a-new-relay for more details. You can of course change exit policy whenever you like, but to better be able to see the effect it takes several weeks in each phase.

Looked around for another provider in Germany with good prices and an appropriate AGB (added few things to the WIKI btw) - no luck so far till now.

Hi Toralf, euServ used to be a good provider I think. But to legally host a Tor relay you have to rent a dedicated root server there. Did you already look at Server4You? I think they are a little expensive compared to other hosters but the quality is supposed to be good.

I have the worst possible expierences with that company and hosting servers there. Would not recommend it at all. This includes:
- fake v"server" root server offers via virtuozzo, which are overly crippled and don't allow you to update the kernel (they never update it themselves it seems)
- single abuse complaint meant they told me they'd cancel the account if it ever happened again

I think nobody ever mentioned 1und1.de as a dedicated root server hoster. I looked around a bit but couldn't find any hints about anonymisation services or Tor specifically in the FAQs or TOS. Just wrote an email to the support and asked about that. I'll tell you the result when I get it. Does anybody got experience with this ISP?

Interesting, the answer from the support did not explicitly forbid a Tor server:
... Grundsätzlich können Sie auf den Servern hosten, was Sie möchten. Es darf jedoch nicht gegen das Gesetz verstoßen. Bitte schauen Sie in unsere AGB, um mehr darüber zu erfahren. Vielen Dank für Ihr Verständnis! ...
Perhaps it is worth a discrete try with a reduced exit policy. I have several VPS exits running against stated bans. The superficial legal statements apparently are not the entire story.

For the sake of records, I'm running a (reduced policy) tor exit node at Hetzner, I use to receive quite often abuse reports, but one day I simply told them that I was running a tor exit node and since that day i haven't receive a single abuse report. I keep my finger crossed, thought....
