The HSDir flag is assigned after 3 days of uptime. You probably don't want to wait that long, so look at the config option TestingDirAuthVoteHSDir, and set it on your DirAuths. https://www.torproject.org/docs/tor-manual.html.en#TestingDirAuthVoteHSDir -tom
