I'm currently trying to simulate a tor network on shadow to test out some properties of hidden service's, i was wondering how could i create a hidden service directory or if someone could point towards an example configuration.

The HSDir flag is assigned after 3 days of uptime. You probably don't want to wait that long, so look at the config option TestingDirAuthVoteHSDir, and set it on your DirAuths. https://www.torproject.org/docs/tor-manual.html.en#TestingDirAuthVoteHSDir
