I use the OpenVPN product from StrongVPN. I paid a year in advance and by using their OpenVPN product the exit IP address never changes. So far it's always stayed up for me once I get it going (sometimes I have to click Connect twice on their client interface). I run an exit node (CulverCityChuck) on a dedicated machine using my home Time Warner cable. The one machine hits the internet using the VPN IP while everything else in my home uses the Time Warner IP. Been doing this for months and haven't heard a peep from Time Warner or any law enforcement agencies.
I was actually running the exit node before I got the VPN. Time Warner gave me this weird IP address that mapped to somewhere in the Atlantic ocean near Dublin, Ireland; I got blacklisted on Yelp and Google; and I had occasional internet connection problem with my other home devices, like streaming on my playstation and iPad. Since I got the VPN and convinced Time Warner to cycle my IP address, it's all smooth sailing.
