The Tor relay https://metrics.torproject.org/rs.html#details/B0BF533DA3BC09DEEB4AF2BEC16FA... of mine is marked as hibernating however I have not set a bandwidth limit. Any idea on why this is happening?

how about adding IPv6 to your relays, from a quick look at where they are hosted all providers support it.
