The Windows expert bundles are built at the same time as Tor Browser releases.

You can find them under the Tor Browser release directories here: https://dist.torproject.org/torbrowser/

They are called: tor-win{32,64}-*version*.zip

At the moment, 0.3.1.9 and 0.3.2.7-rc are available in the stable and alpha series. The next Tor Browser releases should include 0.3.2.9 and possibly 0.3.3.1-alpha.
