[tor-relays] Blutmagie retired

The operator of Blutmagie Torstatus, Olaf Selke has retired the service. For years Blutmagie has been a fantastic resource for the Tor community and I am writing to express my gratitude to Olaf for his wonderful contribution and the time and effort he expended maintaining it. Thank you Olaf!
