Ah, AccountingRule in was meant. I did not set that config option in the past due to the impact of network-in-attacks as is seen in [1].
Because I do have to pay just for outgoing connections I was already looking for AccountingRule out in the past - is the config option implemented in 0.2.8.1-alpha ?

Set to "max" to calculate using the higher of either the sent or received bytes (this is the default functionality). Set to "sum" to calculate using the sent plus received bytes. Set to "in" to calculate using only the received bytes. Set to "out" to calculate using only the sent bytes. (Default: max)
