This looks like https://trac.torproject.org/projects/tor/ticket/1314 If it is the same issue and keeps happening, you can help fix it by adding your notes to the bug. Make sure to describe your operating system and Tor version and routing context.

That's a new message to me, is there any reason to be concerned? It obviously eventually managed to establish a circuit, but it still has me slightly concerned.
