I think you are posting in the wrong mailing list.. Anyway.. Are you sure that it isn't a clock syncronization related problem? If it is not you can try using a bridge: https://bridges.torproject.org/ If your ISP blacklisted it too, you can rent a vps for 17 cent / day and build a bridge on it.
