I suggest the following logic:
If the operator sets MyFamily, and does not set ContactInfo: log a warning asking them to set ContactInfo
Tor logs a notice level log for missing ContactInfo, regardless of MyFamily already. Most set ContactInfo but not MyFamily, example: https://nusenu.github.io/OrNetRadar/2018/01/31/a9.html
